BBC Gaza Film Deemed a 'Serious' Breach of Broadcasting Regulations, Declares UK Media Regulator

The public service broadcaster engaged in a "major breach" of industry standards by failing to disclose that the narrator of a programme about the Gaza situation was the child of a Hamas official, as ruled by British broadcasting authority Ofcom.

An probe by Ofcom into Gaza: How to Survive a Warzone has concluded that the programme was "substantially inaccurate".

The BBC's director general had already issued an apology, noting there had been "a serious error in relation to truthfulness".

The regulator has instructed the broadcaster to air a evening statement about its conclusions.

"Given this constitutes a serious breach of our rules, we are instructing the corporation to broadcast a message of our conclusions against it on the BBC's second channel at 21:00, with a schedule to be determined," the regulator stated.

'Potential to Damage Trust'

The authority's announcement declared: "Our probe concluded that the documentary's omission to reveal that the presenter's father held a position in the Hamas-controlled administration was materially misleading.

"Consequently that the public did not have critical information which may have been highly relevant to their judgment of the presenter and the details he presented.

"Trust is at the center of the connection between a media organization and its public, notably for a public service broadcaster such as the British Broadcasting Corporation.

"This error had the potential to erode the significantly high amounts of trust that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."

The film was withdrawn from the BBC's streaming service in the month of February after the boy's personal associations came to light, and in this past July an corporation's own inquiry determined it breached the corporation's journalistic standards on factual correctness.

A representative for the broadcaster commented: "The regulator's decision is in accordance with the conclusions of the internal assessment, that there was a significant failing in the documentary in relation to the corporation's content standards on truthfulness, which aligns with Rule 2.2 of the regulator's media standards.

"We expressed regret for this and we comply with the authority's determination in complete. We will adhere to the directive as soon as the date and wording are confirmed."
